state, worst in the region and in the lowest in the nation the past five years. >> reporter: some say it's time to consider a radical solution. >> i would like to know why this county shouldn't explore municipalzation, creation of a public power company. >> reporter: public power companies have a long history in the u.s. today more than 2,000 american cities and towns light up homes, businesses and streets with public power. but the cost of buying up all of pepco's lines and substations would be enormous and even the citizen head of the county work group looking at pepco's reliability is skeptical of a buyout. >> i guess it can happen but it's a long reach. >> reporter: the chairman of the holding company that owns pepco declined to turn up for the hearing. he did take out a full page ad in "the washington post" poll guising for the latest -- apologizing for the latest

outage. a pepco representative insists they are spending millions to boost reliability. >> we are not where we need to be. we will get there and that's our commitment. >> reporter: pepco promises that it will spend more than half a billion over the next few years to boost reliability but executives were forced to admit that so far they have only jumped over their already planned investment by just $10 million. back to you. >> bruce, montgomery county is not alone in exploring this, right? >> no, this could be the worst week in washington for pepco. tomorrow they have a hearing before the maryland general assembly and there the folks are considering the governor supports the idea of setting certain standards for pepco and for public utilities across the state and if they don't meet them by fining them and fining the shareholders, really, for failing to meet the electric

becoming windy. low temps in the 30s. gusty after midnight. we will come back with what the random snow showers mean to the commute. >> thank you. it could be seen for miles and miles. a plume of black smoke billowing from the national mall earlier this morning. 9news was the first on the scene when a fear broke out close to the museum of natural history. >> reporter: thick, black smoke billowing high above the national mall. >> i was working in the faa building. there was a plume of black smoke coming up in a big cloud over the top. >> reporter: debbie christianson was worried about the menacing cloud as she looked out the window. >> i am in a federal building. we are close to this. seeing that heavy black smoke was frightening. >> reporter: smithsonian officials say fire broke out

before 8:00. they say a construction crew was working on the hvac system located in a separate mechanical building about 100 feet away from the natural history museum at 7th and madison street. the hvac in the parking lot supplies heat and air- conditioning directly to the museum. >> you can't see it. you wonder what the situation is. as soon as it was clear, it wasn't the building, i felt relief. >> reporter: the impressive cloud of smoke looked worse than it was. no one was injured. the fee people inside were evacuated. fire did not get inside the natural history museum and smithsonian officials say they know of no damage inside the building. on the national mall, surae chinn, 9news now. >> the fire on the mall wasn't the only disruption during the morning rush hour. a tanker truck spilled a load of diesel fuel on pennsylvania avenue in front of the white house. the secret service said the truck was leaving the grounds

whit sprung a leak. a haz-mat team was called to the scene. we have breaking news now out of southeast d.c. police say a body has been found in the woods of nailer road. they say a child found the body shortly after 3:00 this afternoon in the 3500 block. police sent a dog to the scene to aid in the investigation. we will have more details when they are available. a driver is in custody after a hit-and-run crash that put four people in the hospital. one of the victims is in critical condition. it happened overnight at rhode island and eastern avenues in northeast. investigators say a toyota slammed into a bmw causing it to spin around. the toyota hit the bmw again before driving away. police later arrested the toyota's driver. he is in the hospital with nonlife-threatening injuries. sky 9 flew over a restaurant fire this morning at westfield wheaton plaza. investigators say flames broke out in duck work above the

texas barbecue factory. one firefighter was taken to the hospital with cuts to the face. damage is estimated at over $200,000. caught on tape, an alarming trend in crime that is targeting your local pharmacy. we are talking about drug addicts that are brazen in an effort to steal painkillers. >> pharmacies are fighting back with more increased security. >> reporter: watch as pair of burglars burst through the glass front door on christmas eve and rush to the back counter of the new market pharmacy to grab as much oxycontin as they can find. it was the second time in four months the store was hit. so much broken glass there is still some around. >> it was a smash and grab kind of thing. >> reporter: the pharmacist said it's an anxious time for small town pharmacists who are

thinking about security 24-7. >> we have cameras. we have tried to avoid any he other more obvious kinds of security features like gates or barriers to the customer. >> reporter: lee's pharmacy is one of four local during the early winter. meanwhile, these brothers, seth and jacob norwood were arrested december 19th -- 29th in frederick county. they are accused of stealing oxycontin and leading police on a high-speed chase. in virginia, this man jonathan ross carlton was sentenced to five years for robberies from manassas to montgomery county. customers are unsettled by the trend that is making the small town pharmacies a target for big time crime. >> you have families running in, getting prescription. our pharmacies out here aren't hidden behind glass like the banks are. it puts so many people at risk. >> reporter: oxycontin is so

sought after on the street a single pill can sell for as much as $80. a single robbery can net tens of thousands, more than the typical robbery of a bank. in new market, scott broom, 9news now. >> the u.s. drug enforcement administration reports 1200 pharmacy robberies across the nation in the past year. an ann arundel county man faces 21 counts of burglary and peeping tom charges. police arrested 35-year-old charles novac in november after officers responded to a burglary call in the neighborhood where he lives. investigators also found girls' underwear. a bottom man told officers -- woman told officers she came home and found a man sitting in a car in her garage. he had a video of nude people who were not aware they were being recorded. >> we seized electronic equipment and evidence that we

had from other residences. >> videotapes and underwear? >> yes. >> novac is being held without bond. police are working to identify other victims that could be out there who were secretly videotaped. the revolt against egypt's president continues. hosni mubarak insists he will stay on until elections in september. joel brown is at the white house. >> reporter: many atms in he guilt were spitting out cash again today. egyptian shoppers could go to the market. there is normalcy returning as the unrest remains. 0 protestors in -- he protestors in alexandria, egypt started with chants screaming for their embattled president to go. but on state television, there he was. hosni mubarak still holding on to power. he met with the new cabinet and

the government announced it's boosting salaries and pensions by 15%, the latest concession aimed at calming the row volt. it's not enough for demonstrators that built a tent city vowing to stay until all the demands are met starting with mubarak's immediate resignation. >> we stay here until the president of egypt leaves the country. >> reporter: the white house's main focus is on an orderly transition. they worry if mubarak leaves too soon it could complicate egypt's road to democracy. >> obviously egypt has to negotiate and i think they are making progress. >> reporter: normalcy is coming at a faster pace than democracy. many banks and stores are opening for the first time in over a week. the congested streets are busy again. but it's an uneasy calm. soldiers on tanks and burned

out cars are constant reminders of the impasse dividing the country. the president and the protestors style refusing to back down. the state department points out if mubarak steps down now, egypt's constitution would call for a new election in 60 days. u.s. officials strongly suggested that egypt is not ready, at least not yet. joel brown. back to you. the egyptian government released a marketing executive from google who was arrested 10 days earlier. he was said to be one of the leading youth organizers of the protests in cairo. today many maryland commuters have been anxiously waiting for will soon be here. governor o'malley announced the first segment of the enter county connector will open february 22nd. it connects i 370 at georgia avenue. drivers can use the icc free of charge from february 22nd through march 6th. after that they have to pay

tolls using ez pass or be billed per use. we have a commuter alert for drivers in montgomery county. if you think traffic is bad along upper georgia avenue, things will get worse. workers will resurface a 3 1/2 mile stretch of 397. drivers should expect lane closures but thy won't close them down during rush hour. the work will be carefully coordinated with icc construction. the country's largest minority organization, united negro college fund is on the move. the group held a ceremonial groundbreaking today. the plan is to move the headquarters from fairfax to washington in 2012. the construction will take place on 7th street in northwest d.c.'s shaw neighborhood. everybody is talking about christina aguilera's slip up during the super bowl national anthem. but how would you do?

dr. oz right here on wusa 9 rang the closing bell on wall street. that is where the dow finished up 69 points to close at 12,161. nasdaq up 14 points. the good doctor helped the s&p rise about 8 points. good for him. president obama is calling for a new era of cooperation between his administration and the business community. >> in the first speech to the chambers of commerce, he proceeded corporate america to get in the game and spend profits creating jobs.

alexis christoff for ross has the story. >> maybe if we brought over a fruitcake when i moved in we would have gotten off to a better start. >> reporter: they had a rocky relationship the last two years now both sides are looking to work together. >> i got one message. my message is now is the time to invest in america. >> reporter: president obama argued businesses have a responsibility to help the u.s. economy. he called on executives to start using the nearly $2 trillion on the balance sheets to create jobs. the president pledged to help american businesses compete with a change in the corporate tax code and a push for more exports but he warned that shouldn't translate into more record wall street profits and big bonuses. >> they have to be shared by american workers who need to know that expanding trade and opening markets will lift their

huffington in charges of all aol content. it was founded in 2005 and known for political coverage. it claims 25 million unique visitors a day. how well did the district respond to the snowstorm? you remember that snowstorm where you got stuck for hours on the road? council committee held a public hearing to get answers. director terry bellamy said the problem that contributed to the misery was road closings. >> the closures which were the result of downed trees, downed power lines, disabled and abandoned vehicles, and accidents included. needless to say it crippled the ability to move vehicles out of the district. >> another big problem was that so many commuters did not head the warning that his department issued regarding the forecast. the wife of a heart attack

victim held back tears as she recounted the efforts to save her husband. it happened during the storm. all that traffic was just at a standstill. that was the day melvin new man had a heart attack shoveling his driveway. his wife called for help. >> my most awful moments were trying to get through to 911 and they were so bombarded with calls because of the weather. it took me so long. the line was busy, busy, busy. i'm thing oh, my gosh he will die in front of me and i can't do anything about it. >> amazingly on a day when everything went wrong for most drivers, everything went right in this case. firefighters and ems workers pushed cars out of the way to get her husband to the hospital. we will hear from him and the rescuers credited with saving his life. that is coming up tonight at 7:00. so hard to see those pictures. >> that is an incredible story. not only do you have the

45 toward leesburg. satellite picture, combined. a two-prong system. one is a cold front. that is the arctic front that will usher in the colder air. this will skirt off to the south and east. at one time we were concerned about this storm as well. this will hug the coast, if it waited for the cold air we would have problems. i don't think we will have major problems. don't be surprised tomorrow morning if you see rain showers, possibly snow showers in the early part of the rush hour. no accumulating problems but freak you out. right now light rain to the south and light rain engulfing most of the metro area moving from the south to the north. the outside story, we will be following the arctic air. it will move in late tonight. windy and colder tomorrow. cold all week. some snow is possible thursday. looks like most of it will go to the south and east of us and not a big storm. i will share this with you now. last thursday, this thursday's storm looked like a monster but

another 29 properties are damaged. calmer wind are helping firefighters contain the winds. the worst of the fires was accidentally started by a man using a power tool. this is devastating news for thousand of people preparing for carnival in rio de janeiro. a warehouse containing the costumes and floats have gone up in flames. the fire comes about a month before the parade. in the words of one seamstress, this carnival is over. two men charged in a deadly shooting at an ohio fraternity house could face new charges. a court appearance for the 19 and 22-year-old suspects has been delayed until tomorrow. one shooting was killed in the shooting yesterday morning. 11 others were injured. investigators say the suspects had been involved in a dispute at a frat party. they left then returned and allegedly opened fire. the man las vegas police

is advertised? lawyers for julian assange told a british judge there is no way the wikileaks found kerr get a fair trial. he is fighting extradition to sweden on sex crimes allegations. charlie d'agata is in london for the extradition hearing. >> reporter: cameras snapped as julian assange headed to a court to battle extradition to sweden where he faces sex crimes allegations. his lawyers told a judge that between his huge notoriety an rape trials there is no way he would get a fair hearing. >> a process like this surely you must understand who your friends are. >> reporter: the 39-year-old is accused of sexual assaulting two women in sweden. he said the sex was consensual. his lawyers fear sweden would hand him over to the united states and he could be executed

or sent to guantanamo bay. the u.s. is building a case against assange after his web site released thousands of secret diplomatic documents. supporters insist the sex charges are politically motivated. he has become a global celebrity. reporters from around the world are at the courthouse. the defense lawyers say this huge amount of press coverage creates a risk that he will receive a trial by media. he has been under house arrest at a friend's countryman shown since bail was set in november. the extradition hearing ends tuesday but the judge says it could take several weeks to make a decision and even then it can be appealed. charlie d'agata, cbs news, london. >> under house arrest, says sang managed -- assange managed to conduct multiple interviews and pose for a magazine shoot. 400 fans that gave up super
